Homeless programs are in the cost-cutting crosshairs of the U.S. Dept. of Housing and Urban Development. The Omaha World Herald reports cutbacks in homeless programs that will likely add to the rolls of homeless, according to local critics. Cuts will affect support programs, counseling, legal help, and health care that have been offered to prevent homelessness. HUD defines a chronically homeless person as a single, disabled adult who has been homeless for more than a year. What do we call a child who is homeless for nine months? I guess we can redefine a problem and then quantify it to make it appear that we hardly have a problem at all.
